Richmond RCMP Organized Crime Unit three-year long investigation results in charges including importing/exporting a controlled substance.
Richmond RCMP Organized Crime Unit initiated the investigation in April 2021. This complex, multi-pronged investigation, resulted in the identification of extensive evidence through a variety of investigative techniques, including the execution of search warrants at various locations. This multi-year investigation ultimately culminated in charges being laid against multiple individuals.
Jack Xiao Dong Qin has been charged with offences including:
- Importing/Exporting a Controlled Substance contrary to Section 6(1) CDSA;
- Keeping a Gaming or Betting House contrary to Section 201(1) CC.
Additionally, Kuo Li Wong, Michael Yee, Thi Cam Nguyen and Jin Zhang have also been charged with Keeping a Gaming or Betting House.
These types of investigations can be extremely complex, requiring years of extensive and in-depth investigative work to bring to charge approval. I want to commend the entire coordinated investigative team on their ongoing commitment to this project,
